Sheffield Wednesday Faces Serious Challenges, States New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

The team's current difficulties represent a a "major concern" and the independent regulator is aiming to acquire authority to examine team situations in comparable cases, the newly appointed chairman the regulator has announced.

Through a comprehensive talk, Kogan, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

Kogan met with four fan organizations representing the Championship side this week.

The team have been struggling on and off the field in 2025, with the club delaying salary disbursements on several different times, including in last month.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," the regulator explained.

"The club represents one of the great brands for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and dealt with."

Economic Challenges and Ownership Situation

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year led to sanctions by the league officials in June, blocking the team from conducting any recruitment activities for the following recruitment periods, although those limitations were removed in late summer.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a regional establishment that has been part of their lives in many cases.

"I fully appreciate the team's plight, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the followers."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The last thing what we want to do is start getting involved with an particular organization, an individual owner, without being able to work with that owner to try and resolve the issues that the club's facing and the owner's facing," Kogan said.

"But the truth is, when you examine the past of the game, over the last 20 or 30 years there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually refuse to accept accountability for the long-term prospects."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to explain the responsibilities of the authority recently and insisted it was a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the football community fails, the extraordinary progress that's been made might evaporate swiftly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has been invested for the past two decades, because there's no guarantee it will continue to come into football, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the achievement and development as an commercial operation of the Premier League.

"As someone who appreciates the worry about compromising the Premier League as a premium product of this country. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a considerable comfort."

Ideological Links

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the political party in the past.

The 68-year-old contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I currently have no participation in any form of political activity."
